The GCC Common External Tariff of 5% generally applies to imported vessels, though you should confirm the specific HS classification and any commercial-vessel exemptions with Qatar Customs before budgeting.
VAT is where Qatar stands apart from the rest of the GCC: there is no VAT in Qatar as of September 2026. The GCC VAT Framework Agreement sets a future standard rate of 5%, and Qatar has done e-invoicing groundwork, but no VAT law has been enacted and no go-live date is confirmed. That makes Qatar the cheapest GCC country to buy into on paper, for now.
Registration runs through the Ministry of Transport's Small Craft and Vessel Registration service: baseline ownership documents, a marine-survey inspection covering hull, deck access, safety and power systems, then a QR1,500 fee and a Certificate of Qatar Registry.
