No, not as of September 2026. Qatar has not enacted a VAT law, despite the GCC VAT Framework Agreement setting a future standard rate of 5% and some e-invoicing groundwork underway. The GCC Common External Tariff of 5% still generally applies to import duty, so confirm the exact HS classification with Qatar Customs.
